"Save Energy 2025" – The Guide to Home Energy Upgrades
Who It Concerns and How You Can Benefit from €434 Million
The Ministry of Environment and Energy has published the guide for the "Save Energy 2025" program (Official Gazette B’ 6970/2024). With a budget of €434 million, tens of thousands of households across the country are expected to benefit from energy upgrades to their homes.
Replacing windows, upgrading insulation, and installing "smart" systems are some of the subsidized interventions. Applications open on January 8, 2025, and in many cases, up to 100% of the investment cost is covered.
The program is part of the “RePowerEU” initiative under the "Greece 2.0" National Recovery and Resilience Plan, funded by the European Union – NextGeneration EU.
Key Features of the Program
Through "Save Energy 2025," primary energy savings of over 30% per project are expected, achieved by upgrading homes by at least three energy categories. The program targets buildings used as primary residences (single-family houses and individual apartments).
A key focus of the program is supporting energy-vulnerable and affected population groups. It includes special incentives (higher subsidies and dedicated budgets) for:
Families with members with disabilities (PwD),
Residents affected by natural disasters in Thessaly (including earthquake victims from Damasi, Municipality of Tyrnavos),
Earthquake victims in Arkalochori and Samos,
Families with at least three dependent children, and
Vulnerable households.
The subsidy rates start at 50% of the investment cost and can reach up to 100% depending on the beneficiary category.
Eligible Expenses
The following expenses are eligible under the program:
Replacement of windows,
Installation/upgrading of insulation,
Upgrading heating/cooling systems,
Solar water heating systems,
Other energy-saving interventions, such as smart management systems (smart home) and energy storage systems (batteries).
From the €434 million budget, €396 million is allocated directly to households. Additional funds cover interest rate subsidies, administrative costs, and other needs.
Of the €396 million:
€27.4 million is allocated to families with disabled members,
€91.3 million to residents affected by natural disasters in Thessaly, Arkalochori, and Samos (including €54.8 million for vulnerable households),
€18.2 million to families with at least three dependent children.
The maximum eligible budget per application (including VAT) is:
a) 1.20 times the total estimated annual primary energy savings (kWh), as stated in the first Energy Performance Certificate, or
b) €35,000, whichever is lower.
Evaluation and Application Details
Applications will be prioritized based on heating degree days, favoring colder regions due to their greater energy needs.
For beneficiaries covering their own contribution via a loan, the loan interest rate is fixed and 100% subsidized.
The Technical Chamber of Greece (TEE) is the implementing body, while the Hellenic Development Bank S.A. handles financial management.
Applications for funding must be submitted exclusively online, from January 8, 2025, to March 20, 2025, via the official program website: https://exoikonomo2025.gov.gr.
